Written 'By a Young Radical', this poem's subject is the rotten boroughs (or burghs).  It may not be written by a Scot, or about Scotland, but it appears to be written to a Scottish audience.  The large introductory paragraph mentions 'your Scotch members'.  We are told the poem is 'to be continued'.
