It is not clear if this poem is published in Scotland, or written by a Scottish poet. The poem is a celebration of the passing of the Great Reform Bill, and it particularly heralds the efforts of Earl Grey as well as Hume, Brougham and O'Connell. The poem has clearly been written before the passing of the 'Scotch and Irish Bills', later in 1832, as the speaker hopes that they will be passed shortly.
