There is no evidence to confirm whether this poem does or doesn't have Scottish ties, being a broadside which simply includes its publisher (John Fairburn of Ludgate Hill, London).  The poem appears to have been written immediately after the passing of the reform bill.  The speaker of the poem is jubilant and announces that rogues (the Tories) have been 'smok'd out' and finishes with a sigh of relief: 'we have weather'd the storm, / Here's three cheers for Reform!'.
