This poem is attributed to the Norwich Mercury, a Norwich newspaper.  The local politics of reform in Essex are presented in this poem and it particularly mocks the anti-reform MP George Dawson who falsely claims that Reform 'was losing every where' in Northamptonshire.  He also advises the electorate to 'set your faces against all Reform'.  Other obscure figures are mentioned, including Gooch and Milton.
