This poem responds to a stanza of a poem published in the Glasgow Herald (a Glasgow newspaper), which critiques parliamentary reform, and offers a witty retort to it. It takes the same poetic form as the one it responds to, with fourteen syllables to each line, in 4 lines stanzas with an aabb rhymin scheme. The poem also invokes words from the original poem and subverts them: taking a reference to the sun, this poem states that Pitt would tax the sun if he had the chance. The Glasgow Herald poem was published on 19-08-1831.
