This short poem mocks the suffering of the Whigs, after the second reform bill was rejected in the House of Lords by forty one votes.  Despite the petty arts of Lord John Russell, the bill has failed.  The poem delights in its various puns: there is no willows round the bill's grave just a 'weeping Broom', and it will lie there until it is 'ex-humed' by Hume.
