This poem only briefly mentions the franchise reform - it is primarily concerned with proposing hobbies that people can pursue, to prevent them from turning to alcohol (this was a period when temperance was a key issue). The poem then discusses some of the problems that have emerged with industrialisation, and notes the Tories' warning that the evils of the day 'will increase / A hundredfold, if the Reform Bill passes'.
