This jubilee poem adopts a characteristic celebratory tone. The speaker calls for freedom and liberty to spread over the land. This freedom, we are told, is now 'enshrined', following the passing of the Reform Bill. Reform is described as a 'victory' and the speaker also calls for the people to 'fill each goblet high' for Britons 'now can say / They are free'.
