This verse appears in a report of the 'Reform Jubilee, Fraserburgh'.  One of the banners carried at the jubilee included this verse which is reproduced in the report.  The verse states that all are gathered at the jubilee to 'welcome Liberty' and drink to the health of Russell, Brougham and Grey, three of the architects of the Reform Bill.
