Here, Earl Grey, the pro-reform Prime Minster, is styled as 'Friend of the People, and foe of the Tory'.  The poem acknoledges that his course was slow, but praises his calm, steadfast nature.  Although the poem is largely written in English, there are a few expressions in Scots.
