This song is attributed to the Evening Times (27th August 1884 issue).  This poem styles Gladstone as Scotland's equivalent to Robin Hood.  The poem both complements Gladstone and mocks him, stating that no one can 'blether, bluster, rant, and rave' as Gladstone can.  'Then the Heather's On Fire' may be the air for this poem, or the subtitle.
