This poem presents two verses: one spoken by a Whig and one by a Tory.  The Whig notes the revelry and Liberalism of 'Scotia', when Gladstone addressed Edinburgh.  The Tory similarly depicts the 'unconfined' joy of Tories dancing, to welcome Sir Stafford Northcote.
